RALEIGH -- A mother accused of kidnapping her 17-month-old twins from their adoptive parents and taking them to Canada is expected to be back in court Thursday for a bail hearing.

Police arrested Allison Quets in Ottawa on Friday and charged her with kidnapping.

The adoptive parents of the twins, Denise and Kevin Needham of Apex, say they're thankful for all the help they received from local law enforcement agencies to find the children. They released this statement:

"Holly and Tyler are fortunate to be loved by many. We have done our best to foster a positive relationship among all of those who love Holly and Tyler. We have been astounded by the outpouring of support from not only our friends and family, but also those of you we have not yet had the opportunity to know. Thank you."

The FBI said an investigation indicated Quets crossed the Canadian border with the twins Dec. 23. She apparently spent five days tucked away with the twins at a bed and breakfast in Kingston, Ontario.
