Mother accused of kidnapping biological twins had "given up"

RALEIGH -- A biological mother accused of kidnapping her 17-month-old twins from their adoptive parents had reached a breaking point after struggling to get them back.

That's according to her sister, Gail Quets.

Allison Lee Quets was arrested in Canada on Friday. That's the day she and the twins were found when police in Ottawa, Canada, acted on a tip.

The toddlers, Tyler Lee and Holly Ann Needham, were placed in the custody of Canadian Social Services.

Allison Quets could face federal charges of international parental kidnapping.

A custody agreement allowed Quets to take the children for a brief visit from the Apex home of their adoptive parents from December 22nd to the 24th. Authorities say she never returned them.

Gail Quets says her sister had a difficult pregnancy and had been fighting the Florida court system to get them back almost immediately since giving the twins up for adoption.
