CHAPEL HILL, N.C. -- New North Carolina coach Larry Fedora has brought in a 23-player recruiting class on national signing day, his first since taking over a program still facing lingering NCAA trouble.

Fedora was hired in December from Southern Mississippi, but didn't arrive in Chapel Hill until January after coaching the Golden Eagles in their bowl game. That gave the new staff less than a month to recruit amid uncertainty about whether the NCAA will issue additional punishments for NCAA rule violations that occurred under Butch Davis.

The school has already imposed several sanctions, including scholarship reductions and probation.

Fedora said "the toughest thing is the unknown" as the school waits for a final ruling from the NCAA, and said other schools used the uncertainty against the Tar Heels in some recruiting battles.
