CHARLOTTE -- As family and friends prepare to bury 17-year-old Laura Fortenberry, her story is already causing possible change.

Howard Pasour is charged with her murder. The habitual drunk driver hit a car Fortenberry was in Sunday night.

Following his third DWI conviction, Pasour was ordered to wear a monitoring bracelet for two months until the beginning of this year.

"Mr. Pasour did well while he was on the program," said Doug Lance, the exec director of Alternative Community Penalties. "Maybe if he was on the program longer this might not have happened."

At Pasour's first hearing Tuesday, Fortenberry's mother asked for change in the judicial system to make sure habitual drunk drivers don't kill innocent people.

"I support long prison sentences for these guys, but after they get out there needs to be appropriate follow up to make sure they're not out there driving," said Elizabeth Armstrong.

Fortenberry's funeral is scheduled for Thursday at 11 a.m. at the Hardin Campus of Venture, formerly known as the Hardin Baptist Church.

"We're going to change laws so these drunk drivers don't kill other peoples children," said Armstrong. "Let's change the judicial system. Let's change it today."
