RALEIGH -- This week, Gov. Bev Perdue's unveiled a plan to revamp the North Carolina Highway Patrol after numerous cases of misconduct involving several troopers. Her plan includes more ethics training, a code of conduct troopers must sign and restructuring from the top down. It does not include firing the patrol's commander, Col. Randy Glover.
